Democratic Presidential candidate Julian Castro has just put out a major statement on immigration policy that really gets at the root cause of the problem. He calls for a "21st Century Marshall Plan" that will develop Central American economies while also driving economic growth in the United States and result, eventually, in a world where "all people can find the safety and stability they seek in their home countries." This is a great advance in the discussion of immigration policy.

Castro also calls for no more separation of families, going back to the pre-2005 policy of treating border crossings as a civil matter rather than a criminal offense, and providing a pathway to citizenship for the undocumented immigrants already living and working peacefully in the United States.

Now, if we focus ONLY on stopping crime at the border we are going too far in one direction but if we IGNORE the need to stop crime at the border we are going too far in the other direction.

Castro's plan does call for attention to the problems of drug trafficking, human trafficking, and possible terrorist activities along the border. His proposal will become even better than it already is as he adds detail and, in particular, if he adds a little more focus on stopping the drugs, human-trafficking, and potential terrorist threats along the border. That will give us an outstanding, and moderate, solution to one of the big problems roiling American politics.

Castro has made a great start by reminding us that "protecting our borders and treating immigrants with compassion are not mutually exclusive."
